Has Washington unjustly singled out for pre-emptive attack any country that is 'disobedient enough to defy its assertions?' Pyongyang: The Bush Administration recently announced a report called the "National Security Strategy [RealVideo]," outlining its main foreign policy objectives on national security, diplomacy, military affairs, etc.

In the "report," the U.S. reveals its intention to mount a preemptive attack on all countries independent and disobedient enough to defy its assertions, calling them "outposts of tyranny."

The Rodong Sinmun [Communist Party mouthpiece] observes today in a signed article: When the report says that the U.S. would, without exception, brand as "enemies" any countries that refused to share America's values, and that it wouldn't rule out war to overthrow such nations - this is little short of a brigandish declaration of war.

The article points out that the American strategy for preemptive attack is extremely dangerous, because it will spark a new arms race and threatens to wreck global peace and security. The article goes on:

The U.S. should not be permitted to threaten and blackmail anti-imperialist and independent countries by listing them as targets of military attack, just because they refuse to go along with Washington's policy.

In the "report," the U.S. upbraids China for its "un-transparent" increase in military spending. It also threatens Russia, claiming that "democracy is in retreat" there.

If we fail to foil Washington's above-said strategy, not only would the independence of sovereign states be seriously violated, but also the human cause of independence and peace would be adversely affected.

All peoples that aspire to independence and peace should mount collective attacks on the U.S. imperialists, and the defense capabilities of such nations should be raised so as to smash America's strategy for preemptive attack.

The "report" of the U.S. imperialists singles out the Democratic People's Republic of Korea as the main target for preemptive nuclear strike. But since North Korea is equipped with the offensive and defensive wherewithal to defend itself, such a strategy will never succeed. North Korea's powerful revolutionary armed forces have the countermeasures to cope with any preemptive attack that the U.S. imperialists may mount. If they dare provoke it, the army and people of the Democratic People's Republic of Korea will mercilessly wipe out the American imperialist aggressors.

The more anxious the U.S. imperialists become to mount an aggressive preemptive attack, the more they will stand rebuffed and isolated by the world, only to meet a destiny of self-destruction.
