The killing by Israeli bombs last weekend of more than fifty people in an apartment building in Southern Lebanon, among which were thirty children, cannot be justified.  The fact that according to Israel, the Shiite organization Hezbullah unscrupulously uses innocent people as shields for launching rockets from their neighborhoods is not reason enough to shoot at those neighborhoods and order the civilians to leave their homes and hearths under cannonades, by way of roads and bridges destroyed by the Israeli army.  

Meanwhile, 500 people have died in Lebanon and many more have been wounded, while Israelis die as well. This is too high a price for what began as a kidnapping of two soldiers by Hezbollah from Israeli territory.  

The diplomatic price is also too high. Israel’s hard-line approach has alienated pro-Western parties in Lebanon. Pressured by Arab indignation over the horrific images of the dead and wounded, Lebanese Prime Minister Fuad Saniora declared his support for Hezbullah, which is one of the factions of his multiparty government. From a military perspective, neither have Israel's military actions had the desired effect, because the number of rocket attacks against Israeli cities and villages has hardly diminished. Nevertheless, Israel wants to extend its military operations.

A diplomatic initiative from the top is required to break the impasse. Several Arab governments also wish to end the war in Lebanon. So far, the U.N. Security Council has thus far been paralyzed by bickering among its members. However, the Security Council is necessary to maintain a cease-fire.

Unfortunately, the influence of he United States is waning in the Middle East. That is due to failure in Iraq, but also to Washington's refusal to deal directly with Syria and Iran, who according to President Bush are rogue states and members of the "axis of evil." Hezbullah is a local organization, and while it is not controlled by Syria and Iran, it does receive military and financial support from those countries. To make matters worse, the government in Beirut, which partly owes its existence to the Americans, wouldn't receive U.S. Secretary of State, Condoleezza Rice because of the fatal bombardment of Qana. It is difficult to simultaneously support the Lebanese and Israeli governments, with the two in a state of war.

Washington can no longer hide behind exaggerated and optimistic declarations about the "birth pains" of a new Middle East. The so-called "new Middle East" has come at the expense of the United States, which has worked itself fully into a serious quagmire. If the President doesn't give Rice more room to maneuver with all the parties involved, she may turn out just as ineffectual as her predecessor, Colin Powell

Meer dan vijftig doden, onder wie dertig kinderen, door Israëlische bommen op een flatgebouw in Zuid-Libanon afgelopen weekeinde zijn niet goed te praten. Dat de shi’itische organisatie Hezbollah volgens Israël gewetenloos onschuldige burgers als schild gebruikt door de raketten tegen Israël vanuit woonwijken te lanceren, is onvoldoende reden om dan maar op die wijken te schieten en burgers te bevelen huis, haard en bedrijf te verlaten, onder beschietingen en over wegen en bruggen die door het Israëlische leger zijn kapotgeschoten.

Inmiddels zijn er in Libanon al 500 doden en nog veel meer gewonden gevallen en ook Israëliërs sneuvelen. Die prijs is te hoog voor wat begon als een ontvoering van twee soldaten uit Israëlisch grondgebied door Hezbollah.

Ook de diplomatieke prijs wordt te hoog. Door hard in te grijpen heeft de Israëlische regering de pro-westerse partijen in Libanon van zich vervreemd. Onder druk van de Arabische verontwaardiging over de gruwelijke beelden van doden en gewonden heeft de Libanese premier Siniora zijn steun betuigd aan Hezbollah, dat slechts een deel van zijn uit uiteenlopende partijen samengestelde regering uitmaakt. Militair hebben de Israëlische acties evenmin het gewenste effect gehad, omdat het aantal raketaanvallen op Israëlische steden en dorpen er nauwelijks door is afgenomen. Toch wil Israël de militaire acties uitbreiden.

Deze impasse doorbreken vereist diplomatiek initiatief van bovenaf. Ook verscheidene Arabische regeringen wensen een einde aan de oorlogshandelingen in Libanon. De Veiligheidsraad van de Verenigde Naties is tot nu toe verlamd door onenigheid van de leden. Voor de handhaving van een staakt-het-vuren is de Veiligheidsraad wel nodig.

Helaas is de invloed van grootmacht Amerika getaand in het Midden-Oosten. Dat komt door de mislukkingen in Irak, maar ook door de weigering van Washington om rechtstreeks te overleggen met Syrië en Iran, volgens president Bush schurkenstaten of delen van ‘de as van het kwaad’. Hezbollah is een lokale organisatie en wordt weliswaar niet vanuit Syrië en Iran bestuurd, maar ontvangt wel militaire en financiële steun uit die landen. Tot overmaat van ramp werd de Amerikaanse minister van buitenlandse zaken, Condoleezza Rice naar aanleiding van het fatale bombardement op Qana niet in Beiroet ontvangen door de mede met Amerikaanse steun tot stand gekomen regering. Zij kan moeilijk tegelijkertijd de Libanese en Israëlische regering steunen, want die zijn in feite met elkaar in oorlog.

Washington kan zich niet langer verschuilen achter overdreven optimistische verklaringen over de ‘geboorteweeën van een nieuw Midden-Oosten’. Voor zover het Midden-Oosten zich vernieuwt, is dat ten nadele van de Verenigde Staten, die zich ernstig in de nesten hebben gewerkt. Als Rice niet meer armslag krijgt van haar president om met alle betrokken partijen te overleggen, dreigt zij even machteloos te worden als haar voorganger Colin Powell.
