Mexican Presidential Hopefuls Debate Migration

Looking beyond the declarations of politicians, it has never been so clear to me that the accelerated exodus of migrant workers is one of the strongest indicators of the economic-policy failures of our recent governments. Two facts serve as evidence: migration to the United States is at present 13 times the level of 30 years ago; and today, one in ten Mexicans is an undocumented worker "on the other side." Such a statistic is a scandal, considering that numbers like these cannot be found on any of the planet's other borders.

For this reason, in order to understand thier plans for the country, the positions of all Presidential candidates regarding the issue of immigration are crucial, in judging how each would battle economic disparity, and his or her commitment to the people.

Felipe Calderon , the blue and white candidate [National Action Party, or PAN] based his proposals on strengthening the migratory reform currently under discussion in the U.S. Congress, and favors offering a special card that would waive the fee on the remittances that Mexican citizens send home to their families.

Robert Madrazo [Institutional Revolutionary Party, or PRI] emphasized that the foreign policy of the country is a disaster, and that the Fox Government [Fox is from the PAN] had not generated jobs.

Lopez Obrador [Party of the Democratic Revolution, or PRD ] included both the domestic and foreign policy spheres in his criticism, emphasizing that the main cause of the nation's problems have not been addressed: the lack of jobs, along with the need to negotiate as equals with the neighbors to the north: "The next Mexican President is not going to be a puppet for any foreign government."

Patricia Mercado [Social Democratic and Farmer Alternative] was the only candidate to mention the need for improving the migratory policies on Mexico's southern border, where immigrants arriving from Central and South America suffer terrible treatment.

The reactions to the debate vary greatly among our countrymen, some of whom are very critical and well informed, like Edgardo Garcia Galicia.  Edgardo is a 38 year old business printer and for the past 16 years an undocumented worker in Seattle, who earns $112 a daily, 25% of which is taxed.

According to Edgardo, the PAN candidate [Calderon] "is singing his victory song too soon, because migratory reforms have yet to be approved by the U.S. Congress; his speech was misleading for the [Mexican] people, that have no idea of how things work in this country [the U.S.]; he is talking out of his sombrero, because neither he nor the current government have crafted such reform; Mexican governments have done absolutely nothing for us. For this reason, his speech infuriated many of us; migratory reform is a product of migrant-worker leaders and of some U.S. politicians. He is just repeating what Bush has already said, and this is very serious. His offer to save us the remittance fee with a card makes no difference to me.

"I don't care about paying $10 or $15 for each remittance. The real issue is whether [the remissions] are secure, and that the Mexican Postal Service be reformed. It is incredible the way they lose letters and packages! You can't count on their service at all. Obrador is somewhat more conscious of the situation, but he didn't say much about us [migrant workers]. He was focused on a national level, avoiding the issue of immigration. He is right though, he is logical, and this is the ideal: that there are jobs in Mexico. With regard to the issue of immigration, I would give the victory to Lopez Obrador.

"Madrazo seemed like a startled rabbit, incapable of being President; he promised the same that all PRI Presidents have promised, and wouldn't even listen to the plans of the other contenders. The female candidate [Patricia Mercado] was the one who showed the greatest credibility for bringing [Mexico] ahead. It made me quite happy to know that there is a woman running for President. It is necessary to shatter the myth; I think that women would make better Presidents than men. The problem is that Mexican machismo will not permit her to proceed."

Despite his interest in Mexico's elections, Edgardo will be unable to vote, because he doesn't have a voter's card, a requirement that is the main barrier to voting from a foreign country. Of the over a million citizens abroad that are of age and able to vote, only 40,854 could register, 87.5 % of which live in the United States; in other countries, the numbers are minimal: Spain 3%, Canada 2.1%, France 1.2%, and the United Kingdom 1.1%.

But taking into account the tightness of the race, according to the polls, and also considering the important influence of immigrants on their relatives still living in Mexico, in their hands could be a crucial decision; to give control to the right-of-center PAN party, which doesn't seek to remedy the tremendous disparities in wealth, but rather to adhere to Bush's logic; or vote for the progressive and more nationalistic left, which seeks to improve living conditions for Mexicans and to avoid present high-levels of migration; but which also propagates the illusion that in the near future, the immigrants will be able to return to a better country.

Más allá de las declaraciones de políticos, nunca me había quedado tan claro que el acelerado flujo de trabajadores emigrantes es uno de los más fuertes indicadores del fracaso de la política económica ejercida por nuestros últimos gobernantes. Dos datos lo demuestran: el patrón de migración hacia Estados Unidos es actualmente 13 veces más alto que el de hace 30 años, y hoy uno de cada 10 mexicanos es un trabajador indocumentado en "el otro lado". La cifra es escandalosa toda vez que no se da en tales dimensiones en ninguna otra frontera del planeta.

Por eso el posicionamiento de los candidatos a la Presidencia de México frente al tema migratorio es crucial para entender su proyecto de país, su lucha contra las disparidades económicas y su compromiso con el pueblo. El candidato blanquiazul centró su propuesta en fortalecer las ventajas de la reforma migratoria que se está elaborando en el Congreso estadunidense, y además ofreció una tarjeta especial para que los paisanos se ahorren la comisión por los envíos de remesas en dólares a sus familias. Madrazo destacó que la política exterior del país es una zona de desastre y dejó claro que el gobierno foxista no ha generado empleos. López Obrador abarcó la esfera interna y externa, enfatizando que no se han atacado las causas del problema: la falta de empleos, así como la necesidad de una negociación horizontal frente a los vecinos del norte: "el próximo presidente de México no va a ser un pelele de ningún gobierno''. Patricia Mercado fue la única que mencionó la necesidad de mejorar la política migratoria en la frontera sur, donde se reproducen los malos tratos a los inmigrantes que vienen del centro y sur de América.

Las reacciones al debate son diversas entre los paisanos, algunos son muy críticos y bien informados, como Edgardo García Galicia, impresor serigrafista, de 38 años de edad, e inmigrante indocumentado desde hace 16 años, quien trabaja en Seattle y percibe un ingreso diario de 112 dólares, de los cuales aporta 25 por ciento como impuesto.

Según Edgardo, el candidato panista "está cantando victoria antes de tiempo, porque la reforma migratoria todavía no ha sido aprobada en el Congreso de Estados Unidos; su discurso fue un engaño para la gente que no tiene idea como están las cosas en este país; está haciendo caravanas con sombrero ajeno, porque ni él ni el gobierno actual han construido esta reforma; los gobiernos de México nunca han hecho absolutamente nada por nosotros. Por eso a muchos nos indignó su discurso; la reforma migratoria es producto de los líderes migrantes y de algunos políticos de Estados Unidos. Solamente está repitiendo textualmente las palabras de Bush, y eso es muy grave. Que nos ofrezca una tarjeta para ahorrarnos las comisiones "me da igual", a mí no me importa pagar 10 o 15 dólares en cada remesa, el problema es que sean seguras, que se transforme el servicio de Correos de México. ¡Es increíble cómo se pierden las cartas, los paquetes! No se puede confiar para nada en ese servicio. Obrador tiene un poco más de conciencia de la situación, pero no habló mucho de nosotros, se enfocó a nivel nacional, a cómo evitar la migración. Tiene razón, tiene lógica, eso es lo ideal: que haya empleos en Mexico. En el tema de la migración yo le doy la victoria a López Obrador. Madrazo se mostró como un conejo espantado, sin capacidad para ser presidente; prometió lo mismo que han prometido todos los presidentes del PRI y nunca escuchó lo que los otros contendientes plantearon. La candidata mujer fue la que presenta mayor credibilidad para sacar el país adelante. Me dio mucho gusta saber que hay una mujer postulándose a la Presidencia. Hay que romper el mito; pienso que las mujeres son mejores presidentas que los hombres, el problema es que con el machismo mexicano no la dejan ir más allá".

Pese a su interés en las elecciones de México, Edgardo no podrá votar porque no tiene credencial de elector, requisito que es la principal barrera para el sufragio en el extranjero. De los más de un millón de ciudadanos que estarían en edad y condiciones de votar, tan sólo pudieron registrarse 40 mil 854 electores, de los cuales 87.5 por ciento viven en Estados Unidos; en otros países las cifras son mínimas: España 3 por ciento, Canadá 2.1, Francia 1.2 y en Reino Unido 1.1 por ciento.

Tomando en cuenta la apretada contienda, según las tan cuestionadas encuestas, y considerando también la importante influencia de los inmigrantes en sus familiares que aún viven en México, en sus manos puede estar una decisión crucial: dar el mando a la derecha panista, que no busca cambiar las grandes disparidades, sino adherirse a la lógica de Bush, o votar hacia la izquierda progresista y nacionalista, que busca mejorar las condiciones de vida de los mexicanos y evitar que sigan migrando, pero que tambien les genera la ilusión de poder regresar, en un futuro cercano, a un mejor país.
